The fight against terrorism: a challenge on several levels

In 2025, France, the European Union and the international community are strengthening their counter-terrorism measures

The evolution of threats, particularly via online radicalisation and decentralised jihadist groups, requires appropriate measures, integrating new technologies and enhanced cooperation.

France: strengthening operational and legislative resources

Since 2015, France has foiled 86 attacks, including 9 in 2024. The surveillance system has been strengthened with the extension of the prerogatives of the DGSI, which is currently monitoring 5,000 radicalised individuals. The law of 30 July 2021, on the prevention of terrorist acts and intelligence gathering, still in force, authorises administrative searches and house arrests. In 2024, a threat detection protocol was tested during the Olympic Games, mobilising 45,000 agents and an artificial intelligence system to analyse security flows. 

European Union: cooperation and advanced technologies

The EU records 120 attempted attacks in 2023, including 80 in France. Europol has deployed a new interoperable intelligence platform, facilitating the exchange of data in real time between Member States. The Union is also funding external interventions, with 20 million euros allocated in November 2024 to Rwandan forces to fight against the expansion of terrorism in Mozambique.

Worldwide: new sanctions and control of financial flows

The UN is strengthening its measures to combat the financing of terrorism with a series of sanctions targeting 30 entities suspected of links with ISIS and Al-Qaeda. The monitoring of suspicious transactions via blockchain and AI is now the focus of international efforts.

In the face of evolving threats, the convergence of surveillance and intelligence technologies remains a key lever.
