The fight against terrorism: French, European and global perspectives

The fight against terrorism remains a key priority for France, Europe and the international community. Faced with a persistent and evolving threat, these entities are continually adapting their strategies to ensure the security of their citizens and preserve global stability.

French counter-terrorism initiatives

In France, the Vigipirate plan is the central tool of the national counter-terrorism mechanism. Reporting to the Prime Minister, it brings together the State, local authorities, public and private operators and citizens in an approach of vigilance, prevention and protection. Since 15 January 2025, the Vigipirate ‘winter-spring 2025’ alert has been active, maintaining the entire national territory at the ‘Attack emergency’ level in response to a high terrorist threat.

European cooperation to counter the terrorist threat

At the European level, cooperation between Member States is crucial to prevent attacks and ensure the safety of citizens. The European Union has adopted various measures, including the prevention of radicalisation, the exchange of information and the control of firearms. Structures such as Europol facilitate cooperation between national police forces, thus strengthening the fight against terrorism on a continental scale. On 16 December 2024, the Council of the European Union approved conclusions aimed at strengthening the fight against terrorism and violent extremism, emphasising the importance of coordinated action and international cooperation.

Global efforts to eradicate terrorism

At the global level, organisations such as the North Atlantic Treaty Organisation (NATO) consider terrorism to be the most direct asymmetric threat to international security. NATO is committed to fighting this threat with determination and solidarity, working closely with its partners to develop joint strategies. These efforts reflect the need for a coordinated approach to deal with a threat that transcends national borders.

In March 2025, France reaffirmed its commitment to the fight against terrorism on the European Day of Remembrance for the Victims of Terrorism, emphasising the importance of solidarity and support for the victims.

These concerted actions, both at the national and international level, illustrate the determination of States to continually adapt and strengthen their mechanisms to face an ever-evolving terrorist threat.
