Customs in 2025: Challenges and Prospects in France, Europe and Worldwide

In 2025, customs will play a crucial role in securing trade, combating fraud and facilitating international trade. In France, Europe and worldwide, customs administrations are adapting to contemporary challenges by modernising their practices and strengthening their cooperation.

French Customs: Between Modernisation and the Fight Against Fraud

In France, the Directorate-General of Customs and Indirect Taxes (DGDDI) is continuing its efforts to modernise its services and strengthen the fight against fraud. On 30 January 2025, a special auction was held in Paris-Bercy, selling goods seized in cases handled by the National Anti-Fraud Office (ONAF), such as luxury vehicles, jewellery and luxury leather goods.

In addition, tobacco taxes increased on 1 January 2025, requiring retailers to declare their stocks of manufactured tobacco. This measure aims to strengthen tax controls and combat the illicit trade in tobacco.

The European Union: Harmonisation and Adaptation to New Challenges

At European level, the Commission has published the 2025 version of the Combined Nomenclature (CN), applicable since 1 January 2025. This nomenclature serves as the basis for declaring goods for import or export and determines the applicable customs duty rates.

Changes to tariff quotas and tariff suspensions have also come into force for certain agricultural and industrial products imported into the EU. These adjustments aim to adapt the Union’s trade policy to current economic and geopolitical realities.

Globally: Towards More Efficient and Secure Customs

The World Customs Organisation (WCO) has dedicated the year 2025 to realising customs commitments to efficiency, security and prosperity. This initiative encourages customs administrations to modernise their procedures, in particular by adopting advanced technologies such as artificial intelligence and machine learning.

International Customs Day, celebrated on 24 January 2025, was an opportunity to highlight the efforts of customs authorities around the world to improve their performance and strengthen international cooperation.
