United States: DHS accelerates AI integration to strengthen homeland security

Faced with increasingly complex threats, the United States Department of Homeland Security (DHS) is strengthening the integration of artificial intelligence (AI) into its operations. 

Created after the attacks of 11 September 2001, the DHS coordinates federal efforts in homeland security, including border protection, cybersecurity, counterterrorism, natural disaster management and immigration control. Its mission is to protect US citizens from a wide range of threats. Today, the use of AI aims to modernise its detection, analysis and response capabilities, while ensuring the responsible and ethical use of these technologies.

Stronger governance for responsible AI

In January 2025, the DHS published Directive 139-08, establishing clear principles for the use of AI, including legality, security, reliability and respect for civil rights. This directive applies to all DHS entities and their partners, ensuring consistency in the adoption of AI. In addition, the department appointed a Chief AI Officer and established an AI Governance Council to oversee initiatives and ensure use consistent with democratic values.

Concrete applications in support of the mission

The DHS has launched several pilot projects using generative AI to improve its operations. For example, language models have been tested to help local governments draft risk mitigation plans, thereby facilitating disaster preparedness. Other initiatives have explored the use of AI to summarise investigation reports or simulate interviews with asylum seekers, thereby improving the efficiency of decision-making processes.

A strategic investment for the future

In its budget for fiscal year 2025, DHS allocated €4,39 million to open an AI office within the Office of the Chief Information Officer. This office is responsible for promoting the responsible adoption of AI by establishing appropriate standards, policies, and oversight (dhs.gov). In addition, the department has invested in recruiting AI experts through the AI Corps, thereby strengthening its internal capabilities to address emerging technological challenges.

Through these initiatives, the DHS is demonstrating its commitment to leveraging advances in AI to strengthen homeland security while ensuring that fundamental rights and public trust are preserved.
